Windrush Advocacy and Community Alliance (WACA) is a community‑anchored organisation working to improve life outcomes for the Windrush Generation and the wider African Caribbean community through advocacy, partnership working and programme delivery.

WACA adopts a community-led model that prioritises listening, co-creation and accountability. Our work spans advocacy, outreach, programme delivery, cultural events and heritage preservation, all designed to build trust and empower our community to speak up, reclaim its narratives and heal from traumatic experiences.

Guiding Principles

Guiding Principles Driving Our Work

The SHINE Framework is the foundation of Windrush Advocacy and Community Alliance’s approach to achieving racial justice and long-term structural change. It has been developed through continuous engagement with African Caribbean communities and is shaped by lived experience, grassroots knowledge and a clear understanding of how systemic inequality operates across institutions.

The framework brings together five interdependent priorities:

Solidarity
Strengthening collective voice, leadership and shared advocacy to ensure communities are not isolated but organised and empowered to influence decisions that affect their lives.
Healing
Addressing the physical, mental, emotional and social harm caused by racial injustice, including inequalities in health outcomes, housing insecurity and access to culturally responsive support.
Inclusion
Dismantling barriers within employment, public services and economic participation that restrict access to opportunity, security and dignity.
Nurture
Transforming education systems and preventing pathways that lead to exclusion and criminalisation, so our children and young people are protected, supported and enabled to thrive, including those with Special Educational Needs (SEND).
Equity
Reforming systems, particularly within criminal justice, to eliminate racial disparities, ensure accountability and deliver fair and just outcomes.

Together, these priorities guide WACA’s decision-making, partnerships, programme design, advocacy priorities and measurement of impact. SHINE ensures that all WACA activity remains community-led, justice-focused and oriented toward sustainable systemic change.
